Dr. Mohamed Abdel-Rahman, University President

Dr. Mohamed Abdel-Rahman is a Professor of Mechanical Engineering and a senior international expert in higher education, TVET reform, and technological university development with more than 25 years of experience across Egypt and the MENA region. He currently serves as President of Saxony Egypt University and previously served as President of Misr International Technological University, where he led institutional development, industry-aligned programme design, and the strengthening of applied higher education delivery models. His work focuses on building labour-market-responsive technological education systems, strengthening governance frameworks, and supporting international collaboration in applied higher education.

Dr. Abdel-Rahman has played a central role in Egypt’s national technical and technological education reform, He has also supported the establishment of national quality assurance and accreditation structures, centres of competence, sector skills councils, and applied technology school models designed to strengthen the link between education systems and industry.

At the national governance level, he served as a Former Board Member of the Supreme Technological Universities in Egypt and a Former Board Member of the Steering Committee of the Higher Education Enhancement Project (HEEP). He was also appointed as a Policy Committee Member by the Egyptian higher education authorities to support the restructuring of the Supreme Council for Technical Education, contributing to system-level institutional reform and strategic policy development. In addition, he is a member of the Egyptian Engineering Syndicate.

Dr. Abdel-Rahman has led and advised numerous international development and research initiatives funded by organisations including the European Union, World Bank, GIZ, UNESCO, KfW, and other international development partners. Alongside his extensive experience working with international organisations and governments, he has strong research and analytical capabilities, with substantial experience in sector studies, policy analysis, institutional mapping, and evidence-based programme design in higher education and TVET systems. His academic publications and applied research contributions focus on technological education, skills systems development, and industry-education collaboration, enabling him to combine rigorous research methodologies with practical policy and institutional reform expertise.
